Background

As you know, the bin store in your back court area is not fit for purpose. It was designed for traditional dustbins and new wheelie bins do not fit into the bin stores.

We consulted tenants and owners of the tenements at Leyden Street/Sandfield Street/Bilsland Drive/Maryhill Road and Leyden Gardens between November 2023 and January 2024 about replacing these with new bin enclosures.

We also wrote to you in February to confirm that the majority of people responding to the bin consultation were in support of the proposals and we had been planning to go out to tender for the work around now.

Glasgow City Council plans to move to communal bins on the street

When we consulted customers, Glasgow City Council were piloting a new approach to bin collections in parts of the city. Under this new approach, communal bin stores will be introduced at the front of tenements and bins will not be collected from back courts.

Glasgow City Council have since confirmed that this new approach will be rolled out to 80 percent of tenements in the city in the next two years. We do not yet know if this approach will be rolled out to the Leyden Area. However, it is more likely than not that it will be.

What this means for the bin project

If bins are no longer going to be stored in the back court, there will be no need for a bin enclosure. Because of this, we do not think it is a good idea to progress with the work we had originally planned as this may well become redundant in the next two years.

We have discussed this approach with the East Park Registered Tenants Organisation, and they suggested that we consult tenants and owners on the next steps.

There are two options:

  1. We do not carry out any work for two years. After two years, we will hopefully know whether the new approach to bins will be rolled out to the Leyden tenements. We can then decide what to do with the bin stores. We can allocate the funding we had earmarked for this year to do the work in 2/3 years’ time if required.
  2. We still deliver the project as planned this year, but we just demolish the existing bin shelters instead of creating new enclosures. This would mean there would be more space for all of the wheelie bins. This would also mean reduced costs for owners this year. Under this option we would still need to tender this work and then formally consult all of the owners in the block on a block-by-block basis. In the future, we could still consider building new bin enclosures if required, depending on what happens with the Glasgow City Council bins.
